Hello, you should create a CS ticket regarding the incorrect scrolls. However, the interface being incorrect is known, and has been reported already.

it might be something that we won't get... those looks like the "blank" tactic pages that can be used to upgrade any of the common tactics regardless the type, might be part of future update, might be never implemented... we don't know
