Hello!

Minato Namikaze [Fourth Hokage] only has one skill enabled for Breakthrough. It is his Passive Skill "Hero of Konoha". The difference between the two is the duration of how long the buff applies to your team.

Basic: At the beginning of a battle, all units from your field will have their Resistance increased by 40%, last for 5 rounds.

Breakthrough: At the beginning of a battle, the units in your formation will have their Resistance increased by 40%, last for the whole battle.
