I believe there are a few who passively/randomly reduce round 1, like Jirayia [Make Out Paradise] and Orochimaru [Akatsuki], aside from that all I can think are ninjas that reduce their own cooldown only. Maybe Shin BT does it round 1, but he has been non-obtainable for so long, wouldn't be worth saving over.
