I believe there are a few who passively/randomly reduce round 1, like Jirayia [Make Out Paradise] and Orochimaru [Akatsuki], aside from that all I can think are ninjas that reduce their own cooldown only. Maybe Shin BT does it round 1, but he has been non-obtainable for so long, wouldn't be worth saving over.

Shin's BT still do not make him able to reduce cooldown in round 1. If for some reason you really need to make your Pos 1 Ninja's cooldown 0 in r1, you could maybe put both Akatsuki Orochimaru and Shin on your team, along with Wind main. Then, when Orochimaru's passive activates, he will either directly reduce your P1's cooldown to 0 (25% chance assuming you don't have any clones on the field tho I dunno if his passive can even affect clones), or he will reduce Shin or Wind Main's mystery cooldown to 0 (50% chance) and then they c*e their mystery to reset your P1's cooldown. Then there is the final 25% chance that Orochimaru uses the skill on himself (not sure if he can but I think so) and it doesn't really help you. This is all assuming the probabilities are equal for the passive to hit any given ninja on your team.

Now, I don't recommend this strategy/team because most teams with these ninjas, regardless of your p1 carry, are going to be a bit disjointed otherwise and not have the greatest synergy, but this is a possible way to get your cooldown to 0 in round 1.
