Hello,
Are you tracking this based upon the round counter at the top of the screen? If so, this is in error. Each fresh wave is considered "round 1", meaning that SSP Naruto will not use his passive until the second round of a new wave of units, not the first round of a new wave of units. This is why GNW Orochimaru will summon a new Edo Minato every first round of a new wave of units. Each of these new waves is considered a "round 1."

He c*so enter sage mode without spending that much time as in the shikamaru novel he entered sage mode almost instantly.
