You're probably mi*ing him up with shisui kimono, normal shisui hasn't been in regular events for years. Sakura cloak, however, was given for free just last month's myoboku trial.

Nah bro, for example S1761 & S1765 which are new server for like 2-3 weeks ago. But everyone got Shisui Kotoamatsukami in their line-up. Then I thought the game must give him for free like hashirama (new year) for beginner
