Took ~500 tires to get his Passive 2 as Gold. In that time, got Mystery 5 times, Standard 3 times, Chase 6 times, Passive #1 6 times.

So, odds observed / my guess at true value

Mystery - 1% / 1%

Standard - 0.6% / 0.5%

Chase - 1.2% / 1.5%

Passive #1 - 1.2% / 1.5%

Passive #2 - 0.2% / 0.2%


So, if you are very unlucky, will take you 933 advanced vials + 866 Advanced Protection vials to get all skills to Gold.

For me it took about 96 advanced protection runes and about 100 vials to max out his breaks...well I did finish his chase with frags.
