You are correct. Eventhough you have better refines than them. When it comes to survival trial and breakthrough, enemy has boosted stats and it depends on what stage in the survival they are posted. :)

Hello! I know it's been a while since this post, but this question still bugs me and this is exactly the answer I was looking for... So one more question: I get average initiative, what about the opponent? Boosted stats/average initiative or boosted stats/normal initiative like they have?
