I want to buy Kabuto (Snake Cloak) fragments from the recruit exchange but you can buy only 20/30 of the fragments needed to get him as an unit. I'm wondering if I ever buy those 20 fragments will the shop ever reset and let me buy them again? Or will I have to get the remaining 10 somewhere else

New fragments are added every day, I'm not sure how many, it won't fully recharge in one day but you'll be able to get new ones for sure.

Its usually somewhere around 5 fragments a day... but there is maximum for stacked fragments in exchange.. so unless you buy some, new wont be added
