Server opening and the current event has a time limited package that has a chance of getting 5 iruka fragments, besides that I'm pretty sure that's all their is.

there must be another way.. i've seen people with 4 stars iruka already in my server... thats 150 fragments

I got him to 4 star by the server opening event, they have it open just long enough for him to get to 4 stars.

Events like box event and you can get 80 frags of iruka but you need points from boxes,etc.

Yes server opening events, and random events that we've had? There has been 2-3 If I'm not mistaken so he will return sometime I am sure. If not one day in shops he will be there.

Ehm, I think you are able to get them in the Elite instance battling against him or something near it, right? :L(Not sure, hopefully for you!)

you can unlock some of his fragments from the boxes you buy in the shop as limited each gives 5 fragments
each time of a different but you a have a good chance of iruka as well

Server opening event goes for roughly 2 weeks, I believe, with 15 pieces a day if you recharge enough. 14 x 15 = 210. 30 to unlock him + 50 for 3 star + 100 to 4*. That's 180 pieces you would need so even at only 12 days you could get him to 4* with that. If you were in an early enough server there was also the lucky stars event with PB Sasuke and him where you could earn another 80 pieces directly. Other than those it is luck based in the limited seals packs.

other way is do refinement your main frags to points its click NINJA-Train and in right upper corner you find "Refine fragments" Medium refinement you gives 3000points and garanted 10point og Iruka 2*.:loveliness:
