So the Suigetsu Assiist card said you gain 4 % att/nin every time you cause lowfloat yet however when i ask other people they say chase lowfloat. So which is right?

It's causing low float, not chasing it. If you go to kakashi and fight it with the card equipped, you will be able to see the buff appear above the unit once he causes low float.
