Hello.

I am level 61 and I am wondering if later levels will Tobi and Deidara be available for reward by beating the Elite Instance? of will i have to farm fragments forever until I get them to 5 stars.

There are two elite instances that give their fragments when you clear them.
You can get 80 tobi frags by clearing chapter 8 plot instances.
