If they give out a ninja for free once, it is very unlikely that will happen again. If you want shisui and you are willing to use your coupons, then go make a suggestion post to have him appear in events.

Believe it or not but they actualy gave him free twice but years ago for gdaily sign in so he may never come free again Lmao

As far as I know, he usually appears in the Treasure of Sage Event. Not sure if he's still available there last time though but be on the look for next time it appears in Event Cycle. Thank you.
