As far as I am aware, there is no 'Fragment Shop' other than the 'Exchange Shop' that you can find in the recruitment area.

This is likely referring to the Fragment Refinement feature, where you turn extra fragments of 5* ninjas into points, which

you can then spend on one of the 3 tiers of Refining.
