As far as I am aware, there is no 'Fragment Shop' other than the 'Exchange Shop' that you can find in the recruitment area.

This is likely referring to the Fragment Refinement feature, where you turn extra fragments of 5* ninjas into points, which

you can then spend on one of the 3 tiers of Refining. C74F2lnjgF

Don't bother yourself with that ninja he's as useless as 90% of the ninjas in this game , ofc unless you playing the collection card you can spend money to get him , easier than farming 5* frags for 15k points per frag
