Spending up to 300 is the maximum return in using seal scrolls. However, if you spend 264 seal scrolls, you end up gaining the 66 seal scrolls due to the rewards.

Could you explain what you mean by maximum return? What happens if I spend 400? Or 500? Thanks :)

After 300 scrolls the rebate doesn't return seal scrolls but ninja frags, so after 300 it's not worth pulling anymore from a value perspective.

in this rebate (and usually): you get a total of 66 scrolls in rebate for pulling 300, you get 66 and 5 hashirama edo for pulling 800

so if you are not after hashirama frags just do the 300
