It is totally intended because in united states they change the summer time (or daylight time) to the regular time every 1st of november every year

Seems like you don't live in an area where they don't use daylights savings time. Devs can't do anything for you. You just have to remember the server is 1 hour behind for the next 4 months before time changes again.
