Most ninjas are suppose to be 3* but Oasis decided to change it to 4*. Since hashirama and tobirama were the first gold vial ninjas to be introduced, they probably decided to change after their release.

I believe Danzo can be BT at 3* as well.

Yeah, but danzo uses normal vials, not the gold ones.
