Why is hokage tsunade 400 coupons per frag in mega carnival, its a ridiculous price

Be grateful you can actually get her through coupons, For the longest time she was ingot only. (Didn't help she was the most powerful healer at the time though)

if you get a 50% discount voucher shes 16k, so thats actually ok. My luck has been pretty good in this event since i started. Got a discount voucher in every one. now i should ask. should i spend on her.

Not the first time she has been available for coupons, but it is very rare. She is generally around 390-400 per frag.
