Alright so you are basically choosing between reducing cooldown by 1 or 2 rounds and getting 1 or 2 extra standard attacks

If you aren't gonna use it on an Anbu ninja the choice is simple because he won't even get the bonus attacks

But for anbu ninja teams I suggest using +2

Getting shield vs more damage, the choice is easy because Shin is a pos3-4 ninja anyway so you don't care much about his damage

Go with the +2 for shields

Personally I think +2 is better because Shin is pos3-4 so until he gets his turn you won't even need this buff anymore

Mystery > Passive 2 > Passive 1 > Chase > Standard

and Danzo could be replaced for iruka/kurenai or some other support
