My personal opinion Madara Uchiha [Great Ninja War] is better. He does increased damage to Jinchuriki Ninjas. He also gives super armor on ninjas who has shield (This can be a deadly combo with Kakuzu [Earth Gruadge], I personally get 24k shields with 2 standards). He also suppresses immunity, and has an high chance to evade standard attacks or mystery attacks every round.

While Sasuke [Rinnesharingan] at the start will struggle, due to the lack of damage you have, however if you get later in the rounds. He will have every round mystery what is an advantage over Madara Uchiha [Great Ninja War].

Sasuke also has a standard attack that goes through immunity, and is irremovable for that round. He also posses a debuff called Fear, what goes through immunity, and for that round your opponent cant do a standard attack, receive shields or new buffs.
