If Ultimate Training could reset once in aeons. That would work too. Once you manage to complete all 3 sections it's pretty useless. And you are left with 80 frags of Tendo with nearly zero chance of upgrading his stars. Guess they like to make a big deal out of obsolete ninjas.

That's cause, you're meant to save those frags and recruit him manually so you only need 20 frags to 4* him.

In my case, I just need 1 fragment for jonin Minato to reach 4 star. Can't even rmr the last time I saw him in an event
