GNW Madara has been available for redemption quite often in the past few weeks, on cycles 8/6, 7/30, 7/23, 7/16, 7/9, in a recharge pack and jackpot wheel on and redemption on 7/2, in a Fuku Deal on 6/24, etc. He's been available almost every single week for the past two months, and many players have complained about how often he has been available for redemption.
