Its because the new system was added. Scroll collection does not exist anymore, but we should still be able to get frags of those ninjas like always, but I don't see that option anywhere.

I used to take in (ninjs collection), Shikamaru "chunin", and another for BT, what me do now?!!!! What a sttuppid joke?!!

Hello, the ninja collection system was replaced during the maintenance. As the other's have pointed out, you can purchase fragments through the ninja recruitment interface.
