today when doing a full 2200 keys great plates spin I noticed a strange occurence. I was inspired by ICE*´s thread here:

and wanted to compare the drop rate of all the items that were available to us.
As I was especially interested to see how many fragments of each ninja I could get after a set amount of keys (I paused and looked every 200 keys spun) I noticed that at the 1000 keys mark I had collected 41 ibiki fragments as they were pouring in relatively frequent in the beginning. After using another 200 keys I noticed my fragment count hasn´t gone up so I at first thought it was just bad luck rng. But after reaching the 1400 keys mark I got su*ious as there still weren´t any new ibiki fragments to be seen.
After using up all 2200 keys I checked for the final time and in the end the total fragment count was still at 41 for ibiki. It should be noted that the other two ninjas, edo tobirama and 8 tails killer be, were not affected as I still got fragments up until the end of all the spins. I also talked to other players who also said they didn´t get any new fragments after a while which leads me to believe that this is either a bug, or that there is in fact a set limit on ninja fragments you can aquire in this event.
So my questions are:
1) Is this infact a bug and for some reason the event just stopped taking ibiki fragments as possible rewards into account?
2) Or is it supposed to be that you are only able to get a set amount of fragments for him or other special/rare/new ninjas within this event?
3) Adding to question 2, if there is only a set amount, can this be clarified and pointed out in future event pages so people are more aware of the odds if they are to go after a specific ninja?
Below I have provided some screenshots with time stamps, both at the 1400 key and 2200 mark as well as the amount of fragments for ibiki each time.
