So as of late i have had a lot of Players asking me about the Terms for chances such as Fixed and chance and High chance to Land attacks or evade ...so i know everyone has said there is No set percentage but i remember somewhere being a Guesstimate list SO is 45 percent chance still a viable percent for high chance or is that more a chance ...and is fixed lower than chance in the tier ?? any help would be appreciated as its been Years since i have had anyone ask me this info
