skill break and skill trial low tier ninjas

Why is skill breaking mostly only available at 4 stars? I understand with event ninjas and rares/ super rares that would be a good idea, but early game ninjas? low tier ninjas in early game deserve to have skill break and skill trial available at 3 stars, because by the time you 4 star that ninja, you will most likely have gotten better ninja that renders them obsolete. Nobody will bother using them, so what's the point in having them be skillbroken at all?
