Sasuke [shippuden] (at 3 stars)-via mystery: increase 40% lightning ninja's attack and ninjutsu (Y+1 = 50% Y+2 = 60% buff)

Fu Yamanaka - doesen't buffs lightning ninjas but instead gives a shield to up to 9 fire and lightning ninjas

Darui - same as sasuke but not trough mystery (he buffs lightning and water ninjas passively)

Danzo Shimura - also like sasuke but like darui who buffs them passively

Shisui Uchiha - also like sasuke... again passively

Cee - he does not gives buffs but will instead increase his own defense and resistance by 20% (+2 ver. = 30% buff to him Y+1 ver. = all lightning ninjas will have attack and defense increased by 30%)ou

Mabui - gives shield to lightning and water ninjas

EDIT 1: Toroi - Generates a shield for himself and a random lightning attribute unit in your lineup, will also increase every lightning ninja's ninjutsu and attack by 40% (with his shield)

EDIT 2: Midnight blade - via Lightning style enchantment = increases ninjutsu and attack by 40% to 3 lightning ninjas that lasts for 5 rounds (you c*e wind-lightning style enchantment if you have wind char.)

Azure Fang - via water lightning style enchantment = same as midnight but to water and lightning ninjas

There's also Toroi ET who buffs the ninjutsu and attack of lightning ninjas with a shield by 20% and creates shields over himself and a lightning ninja before actions in a round.
