Power focused fuku deals do happen but not most of the times (I think I only saw 2 ever happened). Since the community wants a ninja to be included, these types of fuku might not show up anymore.

You c*so focus on spending into the Lucky Starts wheel during Fuku, because you get a good amount of training potions from it + you can redeem training potions for stars as well. Training potions are the bread for your BP, so focus on that probably. BP Fukus exist but show up very rarely, so just wait for a good ninja that would suit you inside the Fuku event + lucky stars.

Just like what Danzo said above, we definitely had Power-Focused Fukurokumaru's Deal before ( 7 times since February 2018 up until now) and it is possible to happen again.
