Hello, this occurs because you have all of his skills as transformed "Y" skills, if you click "Select Skill" and transfer one skill to a normal breakthrough skill, you should be able to see his breakthroughs and be able to use fragments. Sorry for the confusion! Let us know if you are still experiencing any issues.
