People focus mainly on Tendo Pain Treasure due to the fact that about 70% of the ninjas from Seal Treasure are obtainable via current and near future plot/elite instances as well as from the shops.

Also, is it far easier to get at least one of the pains even with a random free pull, so there's a greater chance of getting a pretty useful ninja from Tendo Treasure because of its greater diversity of ninjas.

I don't believe there is a fixed amount of seals that you need to spend in order to get Chiyo, which is the only ninja worth getting from Seal Treasure; she's just super rare to get.

You are sure to get ninja frags via 10x pulls although I don't believe that the amount and different type of frags that you can get from Tendo Treasure greatly differs from any of the other treasures because I have gotten random Ino and Naruto frags from it. In other words, it all depends on RNG and the ninja pool of the treasure you are investing in.
