Which is better to get?

I have 10k coupons for now.Actually it can be used to buy Shisui [Kotomatsukami] at the Treasure of the Sage, but do I have to save it to buy Minato [Edo Tensei]? By the way, I have 23 fragments for Minato [Edo Tensei] and 0 fragments for Shisui [Kotomatsukami]. Which should I consider first?

You will have more use of Minato [Edo Tensei]. Shisui is mid-game and you barely see him in the meta.
