Why is Kisame Samahada Fusion Not Consider a Sword user?

so for some reason they changed kisames title thus he isn't a sword user anymore even though he is literally combined with samahada which is a sword why isn't he consider a sword user anymore? is there a explanation?

Hmm, I guess Kisame fighting with a Sword and Kisame fighting as one with his Sword are two different things. Thus making Kisame Hoshigaki [Samehada Sword Fusion] not a Sword-User. Just my opinion
