The event ended on April 22nd, 2020, so you would not be able to buy fireworks for the "Fireworks Festival" event.


However, the requirement to participate is outlined below (Which can be found in the event page found here):

Summary: You need to be level 30 in order to participate in the Fireworks Festival event.
