konoha tree 18k cps you get a full one, sometimes on Fuku 25k you will have one, or farm frags from events

For f2p, your best shot is aquiring the "ninja assist optional pack", which gives you 5 fragments (100 making a flag). In amusment super exclusive pack (page 2) you can check it out.

we usually have then on colored banner event, 10 frags for 200 - thats 2k for a flag
