So I have a leader of my group who is inactive. He only shows up for the gifts after the GNW and leaves again. Just before he is demoted, he is back online, which ensures that there is no new leader who is active. So I was wondering how to fix it. Wait until he's demoted and do nothing or is there another way? Because without a leader you cannot do promotions and demotes for higher ranks.

Simple, leave the group with like minded individuals so that doesn't happen.

A Leader who don't / can't respond to problems needed attendance, unless there is a deputy who is already helping @ that.

Should eventually step down. Or will eventually have to lay off the group, such is the path of A Leader, the Seniors with the right intent.

Hello!

The position of Leader will never get demoted unless he, himself steps down and pass it to someone else. On the other hand, if your Leader becomes inactive and didn't online for at least 7 days, he will be subjected to Impeachment. Members who have a position of Senior can Impeach him at the cost of some Ingots, while other members like Anbus will be able to Impeach him after 14 days of his inactivity.

Other options that you and your members can take are, talking to your Leader and discuss the matters on hand or leave the group and join in others, or create your own group together with your other members. Other than that, there's no other way for you to take. Good luck and thank you.
