I had somewhat similar problem before, i also tried to scr8w up customer support rather than the forums-mods.
did.. well, i stop recharging when they are unable to give me satisfactory answer/s.
so.. Good Luck with ticketing CS.. if it doesn't get through to them > I not know how to help either.

Hey I know you from game :P You need to create a CS ticket ,if no reply within few days or not resolved, create another one or contact Daiske through a PM.Sadly moderators can't despene ingots..only chinese CS from oasis can. Good luck .

I right now feel I'm being ripped off too.... May 1st I spent $99.99 on a Recharge and never got Ingots in return. I talked to someone from Oasis and and sent all the information they asked for and now it seems they are shrugging me off. It's almost like they don't want to give me the purchased products. If I want someone to steal money from me I could just go to the East Side at night with a pocket full of cash and yell it out so all could hear me.

to be fair CS does nothing until you literally beg them to I had to go trough weeks on end of non stop asking this man seems legit upset its actually not really his fault its the fact that the game does not provide a steady transaction process for some people. unfortunate but true
