Unfair Server Merges

So I was looking at the new server merges on the LA region, and i noticed something very peculiar. The new LA server merge has servers 1319-1355 merged (or to be merged...). and the servers s1263-s1295 are also all merged together in a big cluster. The servers in between: s1299-s1315 are merged.

If you did not notice, the older servers and the newer servers both have 10 servers in their merges, while the middle server only has 5 servers. Why is that so? We are also struggling to maintain enough activity for GNW, so should we not also get 10 servers merged into 1 like the servers before and after us have gotten?

Or is there some other reason that I am not understanding.
