For a perfect match, it requires a lot of people ranging from different types of level and power to queue if you haven't noticed. Depending on how old your server is, the range of the type of players grows. Newer servers have close to a perfect match while older servers do not as people have left already and whales continue to spend. If you are near the bottom of the bracket, you are most likely not going to get a good match.

Hello, I am sorry to say, but there is a lot of different cir*stances that go into the matching for events, level being one of the major ones. If you are currently at max level, or near it, it is far harder to find opponents that are below your power level, especially if lower power levels do not participate. Many players have an idea of when there are typically less high power players matching, you could always ask your fellow players when they think it would be a good idea.
