I would like to answer your questions but I do also hope that you understand it well. For number 1, yes it is normal and you're not the only one who experienced spending hundreds of vials to get nothing. Using vials relies on chance or the so-called RNG of the game, from my experience, I've gotten some breaks and trials with only small amount of vials while with others, I've spent a lot also. For your 2nd question, it is yes also. Not to add more salt to your wound but I've gotten my Kakuzu Passives and Mystery with only 30 vials, but to also share my bad luck, I obtained my Kushina [Red Hot-Blooded Habanero] and Roshi [Edo Tensei]'s breaks and trials after using hundreds of vials and protections.

Believe it or not, its all up to you. The only piece of advice that I can give to you, observe and be conscious about your spending for buying vials and protection, if you feel that the amount of what you've spent is already too much to the point that it is much better to do it in fragments way then stop and plan for your next move to be sure that you will not end up like other players who let their emotions and urges to get their ninjas broken and spent way more than the amount if they took the fragments way.

but even setting emotions aside neither of those are good choices, like I mentioned i'd be collecting him from his first ever event, i didnt even know about his breaks, I just liked him and wanted him in my collection. I finally reach a point where I can potentially make im a viable character, i spend on average 4 times more vials than others in my server ( i'd asked for other players experiences with advanced breaks) only to not get a single improvement

spending yet more money to buy another 100 frags, which depending on the events would cost about the same amount as a second hand car and a few months of my mortgage.

or

spending more time focusing on vials over other power items in events for a very minuscule chance of improving one character.

anyway, nothing can be done now, my 3 year streak of literally unbroken bad "luck" with oasis still stands, but I do appreciate the answer

I know how you feel.

When I was trying to Skill Trial my Hashirama [First Hokage] I spent roughly 200 and didn't get his mystery to +1 or Y+2. Meanwhile I got all his other breaks. So, since he was still unusable to me, I went ahead and tried again, about 100 Vials later, I got his Mystery and at the same time, got his Passive to be immune maxed out.
