The Kyushoku Dear Contracting Scroll randomly drops from the Treasure Boxes in Decisive Bonds. It is by chance regardless of your rank and points I assume since, from my experience, I got one when my rank was still low. Thank you.

it's like Qv said, but when you hit super kage rang chances are higher. I get only one before i hit super kage, and around 20 before i get to 6p rang
