For example Mei. Once you got her, don't recruit leave her as 80 frags, and then you get her another dupe u will also get another 80. Fastest way to get to 4 stars for her breakthrough.
That isn't how that works.

from what I've gathered, its every 60 seal scroll guarantees a rare. my first 60 I got chojuro, 120 scrolls I got Mei. I spent 10 scrolls as soon as I got them on the fire kage treasure. vidmate shareit

Thats true for 5kage treasure. For GNW treasure it's exactly every 50 scrolls for a new rare.
