I am seeing more and more ninja especially skill break ninjas with terminology such as "Fixed chance " and "High Chance " attached to certain Talents with No clear Ratio percentage of what each one is anywhere in the game as far as i have seen and asking in certain discord groups is risky because you have no Idea if the person who answers actually knows or is trolling with a false answer ,,,so alas i am here to ask and see if maybe a Moderator or someone Known and Knowledgeable may answer this Conundrum of a Question with some Clarity ..as i am sure the Forum Community would like to know this answer as well
