Hey,
I have a question if for example i have a kimono shisui with 14K ninjutsu does he scale 12% from the entire ninjutsu stat or only from base stat?

The base stat is the total NIN stat which is written on your ninja view. lol

oh so he scales from that NIN stat i thought it was just only from base stat and not total NIN stat , thank you for the help

Life, Def, Res, Att, and NIN are all base stats maybe you were referring to Growth Stats.
