i was 3rd in summer season and i didn't receive any frags why? what should i do?

If you are completely certain that you did not get the fragments, and that you are completely certain that you had 3rd place, then I would suggest creating a CS Ticket and explaining everything to them, and also sending any relevant screenshots to them.
