Grudge Kakuzu and Ronin Naruto. In my opinion, Kushina is more like a tank who can get you a win after 10 rounds than a damage dealer.

There are really no "best" one. This is my list that I think they're decent move 1.

Edo Hiruzen, Susano Itachi, Konan [Angel of God], Ay 4th, Kakuzu [EGF].

Regardless, they can be overpowered by stronger players.
