- Is Ao really better than Iruka?
Yes, because his mystery, which is pretty much an interrupt and acupuncture, cannot be interrupted by anyone, he can spawn 2 clones, and shields up to 6 allies with either/or water or fire attributes.
The only difference between the two is that Ao does not have the x10 combo trigger attack and the ninjutsu buff for Konoha ninjas. -

Summons 2 clones, then shields them plus 3 other fire/water ninjas. Chases knockdown into repulse (causing acupuncture). Mystery can't be interrupted, which means the only way to stop it (like Tendo) is with Acupuncture, Immobile, or Chaos. The utility is certainly better than Iruka, but Iruka gives damage, buffs ALL (instead of only 6) konoha ninjas (instead of only fire/water). Also, I'd still use Iruka for World Boss and PVE over Ao. :P -

Honestly that doesn't sound too bad. It would be a hyper-defensive team, with shields but could you really get all those shields? Because Tobi - Ao - Iruka - Fire main does not sound that bad. With a good summon that team would be tanky, good and insane.
