Its not the only way,you can get him by recycle ninja frags.Treasure of sage is just faster.

Unfortunately, Iruka Fragment is currently not in the Treasure of Sage event. The only way for you to get his fragment is through Fragment Refining. If you wish to have Iruka back in Treasure of Sage, you can suggest it through giving feedback or answering the Event Feedback forms that are usually posted at our News Section. If you want, I will note it too for my report as a Suggestion for the next Treasure of Sage event. Thank you.

go on farming the basic versions of sasuke, sakura and naruto and refine their fragments every day once you made them 5 stars.

that's the fastest way to get iruka for free.

that's the fastest way to get iruka for free.

Fastest way for me is to farm Kabuto and Shizune from collection scroll.Shizune not so much tho,i think her frags was 5 points,but still.

Spending moon scrolls on ninja frags is not a good idea.Better focus on ninjas with low survival coins price.

If you are f2p, you shouldn't be really spending iruka when you first start playing this game. Like others have mentioned you are better off getting him via frag refinement.
