You should be able to make allowed. I also run the game on chrome, and have the same situation. Up next to the refresh symbol there should be a lock symbol, clicking that while on-page should allow Flash. I don't know a way to make it permanent, and I go through that a few times a day, usually.

As explained above you need to manually allow the flash player on Chrome. It can be found in the Lock symbol on the top left of the screen.
