SoSP naruto is better, he is about 20k - 30k depending on events.
Sasuke is the worst ~20k ninja we have right now. So yeah, Naruto much better ;P
Sosp is actually about 16-18k ^^ His price has been lowered quite a bit. There are events when he is 20k+, but it's in overall expensive events to get a milestone ninja (Great Plates, Lucky Sn@tch, and similar)

Naruto will help you everywhere for now. He is a ninja that can stand on all modes and fields, especially for players that lack ''rare ninjas''. He'll help you advance through exams easier, you can build a GNW formation with the most simple support ninjas. The only issue you may have is that he is everywhere at the moment, because he is really useful as a ninja, especially for players that cannot afford expensive ninjas and break throughs at the moment.
Naruto will give you the needed time, meaning, you'll have a good enough ninja till you can collect some recourses overtime.
I'd suggest you, since Naruto does appear very frequently in the events to claim as many free fragments as possible from them and once you see a good enough synergy with Fukurokumaru's Deals, or an event such as Lucky Board, you could try and invest few coupons towards some of his fragments as well.
Sasuke needs full buffs or the passives that may reset his mystery. He is an easy ninja to counter and he won't really be that useful overall, except for specific situations. He does work decent against some teams, but he as well does need some good and rare ninjas to be supporting him most of the time. Definitely Naruto is a top choice over him at the moment, especially in the stacking meta. -
